TelePacific Communications

TelePacific Communications (TPAC) is a $350 million telecommunications company. As a competitive local exchange carrier (CLEC), it provides its small-business customers with long-distance and networking services, as well as a variety of telecommunications products.

TPAC needed to develop and deploy a BEA/Oracle based customer billing system. Using a waterfall delivery model, it was projected that TPAC’s information technology team could deliver the billing system in 18 months. After it was determined that the project was in jeopardy, CREOSS Business Systems was invited to manage the project. In a joint initiative, CREOSS helped TPAC adopt the Paceline Software Engineering Framework. The team was augmented with CREOSS team members. The combined team delivered the specification in eight months, which was less than half of the original estimate of 18 months.

The savings for this project totaled more than $2 million. TPAC is still using the Paceline SEF to manage all of their IT projects. This has resulted in higher team productivity and greater business control over IT priorities.
